report BBP_CONTRACT_CHECK is dedicated to perform checks in contract (validity date, target quantity, etc).
Those checks are for internal alerts (those customized in SPRO: SAP Implementation Guide > SAP Supplier Relationship Management > SRM Server > Cross-Application Basic Settings > Event and Event Schema for Alert Management > Define Event Schema)
Among event control, you have GOING_TO_EXPIRE and THRESHOLD_EXCEEDED.
You could make an enhancement in order to send those alerts to concerned supplier instead of document owner (most of the time a Purchaser).
