Can you tell us ...
1) PB build number?
2) Windows O/S version number?
3) Are you migrating from another PB release - if so, what version?
4) Have you tried optimizing all your PBL's first before the EXE build?
5) If you perform a FULL Build on your target, do you have any warnings?
6) Are you trying to build a 32bit P-Code or M-code EXE?
