Have you completed all the post installation steps in the installation guide?

SAP Business Planning and Consolidation 10.1, version for SAP NetWeaver – SAP Help Portal Page

in the installation guide section, make sure you open the BW7.5 version one, from page 12.

also check SM30 enter into table maintenance – RSPLS_HDB_ACT make sure both are ticked.
